I would like to debug a possible intermittent SIP issue with my SIP carrier.  It needs to be output to my syslog server and I don't want it to be overly verbose and I want to limit the debug to one SIP peer only.  That is I would like to see in syslog all SIP response codes 2XX, 3XX, 4XX, 5XX. 6XX.

What's the mojo?  Thanks!

debug ccsip messages is going to give you the response codes you are looking for. However, you won't be able to limit syslog messages from one peer, it will be for the whole router. You should easily be able to grep through the syslogs for the host you are concerned with and the response codes.
