When a user tries to dial an external long distance number it prompts the user for a matter ID (which is normal) then the phone call just drops. I've tried to replicate her problem wihtout success at my desk by copying her CallManager phone profile. All configuration seems sound. Any ideas?

Please test WAN failover.
CCM--- WAN links---IP phones
When testing the WAN link failover the IP phone is losing is registration from Callmanager, dropping into SRST mode, and then reregistering with CallManager over the 2nd WAN link.

So the problem is only with that user? Does it always happen? What is your CCM version? What type of GW are you using MGCP or H.323? T1 CAS, PRI, what are you using?
Could you please uploade some debugs to see what is happening to the call?
