Looking for a program to change phone ring tones

I have a document to create and change phone ring tones in CCM 4.1

but in this document say me the correct format that ring tones would have to run properly in CCM and I need a program to do it. I don't know how I will do it.

Anybody can help me?.

You can use any program that lets you record and edit audio. Sound Recorder in Windows will do the job.
