I have a 2811 MGCP gateway in a CCM 4.X environment running IOS 12.4(8c). It has a T1 PRI for inbound calls. If I do a show interface on the router is shows the Serial 0/0/0:0 and all other timeslots (1-23) as down/line protocol down. However, the T1 is still registered in CCM and the last event logged in the router is that interface Serial 0/0/0:0 is up.
Since this configured for MGCP, would that cause this apparent contradiction? If I do a show mgcp endpoints they all show as up.

The b-channels are not required for any type of data and are a place holder in IOS. You are worried about the status of these commands:
show isdn status (multiple frame established)
show isdn service ( 0 is good state )
show controller t1

If you issue a sh isdn status what's the status?
You should clearly see the status there.
If you call what happens?

Calls are successful, but this is a resent port and I suspect the number was ported to the wrong T1 (there's another T1 at this site.
Here's the output from the sh isdn stat:
