Missed calls counted wrong

CUCM 7.1, Unity 7, Cisco IP Phone 7940. Incoming call to phone rings multiple times - more than the normal 4 or 5 rings, then shows up as 2 missed calls in the phone's missed calls directory. Also after the ringing stops, the phone display shows the call is forwarded - to the owner of the phone. It seems the call is xferring somewhere else then coming back to the user's phone as a forward. All settings in CM and Unity xfer verified, phone hard reset. I have two users experiencing this problem. This dept is also running UCCX 7 but these two users are not agents and are in depts not included in the CCX setup. Ideas?
