Should Mobility/SNR work if the primary phone associated with the User ID is a Cisco IP Communicator phone?

Sure, in fact you do not need any phone associated for mobility to work.

Hmm I tried but no-go. I added a DN and then associated the DN with an Remote Destination Profile. What happens if I call that DN the call goes straight to voice mail. When I have had similar RDP/RD associated with a phone and user as well as a DN/Line then it seems to be working fine. Any tip on the pieces I need to complete to have RDP/RD work when just tied to a DN/Line?

Did you check the Active checkbox on the DN (right below the Alerting Name field)? If memory serves this doesn't appear until after you click Save and the DN has zero associated devices.
Also, since I frequently forget this step, did you check the Line Association box on the Remote Destination after creating it? This also doesn't appear until after you click save.
