Attached is the network diagram. Also attached is my LAB config for a spoke Site B.
We are running CUCM 8.6 on Site A. Site B run SRST CME.
I have 2 MOH audio source loaded on the publisher and only 1 is setup for multicast.
MOH Server, MRG and MRGL is setup and applied on both Device Pool, IP Phones and Site B gateway.
Site B has been loaded with MOH wav file in flash0 and is the same file configured in CUCM for multicast.
Site B phones when one is place on hold, I can still hear the Server configure MOH under Service Parameter and not the MOH loaded in Site B flash.
Here are the show commands on Site B when I place a call on hold with the Site B network. Also same result when I call over PSTN, I hear the Server configure MOH instead of SIte B flash MOH.
