MOH works intermittently after adding new site

On a CM 6.1 cluster (one pub and one sub) a new site was added with an MGCP gateway. Since then, customers have been complaining that the MOH doesn't work all the time. This is now affecting all sites weather on-net calls or off-net calls. I did some tests and the MOH didn't work every time the call was put on hold.on the first call. The second call, it worked every time the call was put on hold, either side of the call. Third call same thing. Fourth call, the first two times the call was put on hold, the MOH didn't work, the third time it was put on hold, the MOH worked.

The MOH was working fine before the site was added. I reset the MOH servers and no change. There is no MRG or MRGL in the device pool.

The Perf Mon didn't show any Out of Resources for the MOH, and it didn't show any resources being used. There is never any three beeps when MOH doesn't work, only dead air.

ANy suggestions why adding another site would cause this issue? Thanks.

What is the exact CallManager version and SR?

Is the MOH not working between IP to IP phones and IP to PSTN?

Are you getting a beep tone or getting nothing?

Are you using MRG/MRL for MOH and if so, are these added to phones or device pool?
