My FXS to FXO isnt working

i have 2 2851 one with FXS card and the other with FXO with one PVDM2-16 in each. i can ring out from the FXO card but i cant ring in the phone doesnt ring and it works sometimes if you pick the phone up at the right time.

When the phone is ringing, how are the lines showing in the "show voice port summary"? up, down, idle?

Also, verify the cards for any errors and the cabling. Attach some configs as text files if possible.
