need help on voice translation-rule .

I would like to make the extention 1420-1450 available to use, for example, when outside people dial

XXX-400-1420(XXX is the area code)  will go to the phone that has ext.1420. but i think some of the translation rules are blocking it. and I don't understand why it configure this way, because 1400-1418 have no problem.

voice translation-rule 1

rule 1 /^14\(..\)$/ /XXX40014\1/

voice translation-rule 2

rule 1 /^3019$/ /XXX4001419/

rule 2 /^35\([4,5].\)$/ /XXX40014\1/

rule 3 /^3602$/ /XXX4001429/

rule 4 /^609\(.\)$/ /XXX400143\1/

rule 5 /^610\(.\)$/ /XXX400142\1/

voice translation-rule 3

rule 1 /XXX4001419/ /3019/

rule 2 /XXX40014\([4,5].\)/ /35\1/

rule 3 /^XXX4001429$/ /3602/

rule 4 /^XXX400143\(.\)$/ /609\1/

rule 5 /^XXX400142\(.\)$/ /610\1/
