Hi,
We need to design a network to install cme. Currently they have a router connected to internet. They want to install a separate router only for voice. So two different routers one for voice and one for data. What I am thinking how to create vlan so that ip address for the phones dont go out to internet.

Sure,creating a VLAN for phones is recommended, internet or not.

Once you provide a phone with IP configuration (e.g. IP address, subnet mask, default-gw) either from DHCP or manual configuration, the phones will communicate with the Callmanager when a call is made. The internetwork that lies between the telephony end points (Whether that is internet or private IP network), must provide end to end IP connectivity between them.
Setting up VLAN's is sometimes known as micro-segmentation and the idea behind that is to reduce the size of broadcast domains. It is recommended to have your IP phones participate in a Vlan dedicated for Voice such as Voice Vlan.
