Your Telco is dropping the call, you need to call them and ask them what exactly they need to receive, it could be that they need 10 digits on the Calling Party Number or 10 digits on the Called Party Number, it could also be that they need to receive the Type of call as National or other setting. All of this can be configured in CCM to send the correct information but you need to ask them what exactly they need to receive.
