I have Cisco CM 5.0.4 with CCME-as-SRST Router. While the CCM is not available, the IP Phones are not getting the Dial-tones by lifting the phone off-hook.
Is there any configuration which can take care of this issue?

I have CCM 5.0.4, CCME-as-SRST with CUE on the router. Is this configuration supported to cater voice mail during WAN failures?
