no voice port on CME

I am trying to assist my uncle with setup of a PRI on their CME router.  I've created the pri-group and I can see the channels are good and the call comes in, but always end in fast busy.  I do not see the voice-port populating after created the pri-group.  I'm stumped on why the voice port is not created for setting bearer cap.

I am expecting to see a section of my running-config, but it does not come up:

!

voice-port 0/3/0:23

  bearer-cap speech

I found that shortly after my post, no change.  I shut/no shut and I even reloaded the CME.  Other ideas?

no voice port on CME

Unless someone can tell me otherwise, I think the problem is the card?

HWIC-1CE1T1-PRI - this is for data only, not voice?
