Non voicemail accounts NOT being transferred to Call Manager

All, How do I specify in unity (4.0) that if the extension doesnt have a voice mailbox to route the call to the call managers. The problem I am having is that a phone does not have a vmail account, so when an external call comes in and the extension is dialed, the caller recieves the voice error "I did not recognize that as a valid entry"

Please help.
