I have a Cisco UCM 8.6 connected to a Nortel CSE1000 6.0
Currently all DIDs ride 6 PRIs from the PSTN routed into the Nortel and there are 4 Qsig PRIs connecting the Cisco to Nortel
All calls are were routing fine.
I moved a single DID T1 from the Nortel and have it routed to the UCM via a 3800 MGCP gateway.
Calls coming in the 5 T1s to the Nortel route fine
Calls coming in the 1 T1 to the Cisco route fine
Cisco phones can still make all internal
Cisco phones can make PSTN calls over all PRIs
Nortel phones can still make all internal calls
Nortel phones can make PSTN calls over the 5 local PRIs
But I get an immediate Release And Try Again once I complete dialing 9XXXXXXX if I force the call over to Cisco
What I had tried to do was create a single NXX (using the NXX of my Cell phone) on the Nortel and point it to the RLI of the Qsig trunks thinking that the Qsig trunks are already passing calls. I did try adding a DMI to add the 9 back incase it was being dropped by BARS
Any thoughts or Help would be great

You will need to look at the CUCM gateway that receive the QSIG from the Nortel.
Does the incoming call CSS have access to a partition that allows a match with the
route to the PSTN gateway.
May be your partitions on the CSS only allow the Nortel calls to match CUCM phones etc.

That was it! I did need the DMI on the Nortel side, butper your suggestion I needed to change the CSS on the gateway to be able to access my outgoing partition.
Again this is a great example of a community willing to help each other
