Not able to make IDD calls

I have one user who is unable to make IDD calls.

He can make local calls in and out.

What are the things i need to check to ensure that my configurations are correct.

Only this particular is unable to make IDD calls.

I have 45 users in my environment.

I have re-created his phone profile in the CUCM but to no avail.

Could it be due to hardware issue ??

Not able to make IDD calls

Check CSS/partitions and do some debugging in the GW to determine if the call is stopping there or in CUCM..
