Not dialing some numbers in one area code

Hi everyone,

An issue keeps coming up for us about dialing numbers in a specific area code. We have a 2921 router with version 15.0(1)M2.  We are in area code 210 and try to make calls to another school in area code 830.  This call does not go through but suppose I call a restaurant in that same physical area with 830 it goes through.  I called this school on cell phone and it went through fine.  I did a show dialplan number and it pointed to a different dial-peer than I thought it would.  We have this one:

dial-peer voice 8201 pots

preference 1

destination-pattern 830.......

port 0/0/0:23

forward-digits all

And a preference 2 that is the same.  But it shows it going to this one:

dial-peer voice 8501 voip

preference 1

destination-pattern [1-5,7-9]...

session target ipv4:10.210.200.11

dtmf-relay h245-alphanumeric

codec g711ulaw

I did try doing a debug on the voice router for that number but did not see anything.  Not sure if I am using the right command for this problem.  I tried debug mgcp packets. 

Any thoughts about which direction to go.

What are you hearing when you call this number?

If this is a PRI circuit please provide "debug isdn q931"

After about 4 rings it says it is not necessary to dial a 1 or 0 before dialing this number.

I did the debug command you suggested and got nothing.

Is this a PRI circuit or POTS line?

Did you do "sh term"?

Are you dialing it with or without 1?

So, the annoucement is from telco, meaning you are not dialing this number the way telco expects it, please also post "debug voice dialpeer".

It looks like for this number you need to dial it as 10 digits not 11, so you will need to create a matching Route Pattern in CUCM 9.830[2-9]XXXXXX (assuming you are using 9 as off-net access code, replace if different), as well as matching dial-peer: 830[2-9]......
