One way voice on call forward no answer with SIP CUBE

I have a CUBE voice gateway setup with address hiding.  The gateway has an interface going to the carrier and I have a loopback with an internal IP address.  The problem I have is when a call coming in to gateway and then it is call forward no answer to external mobile the call is established but with one way voice.  External user can hear the person on IP phone but IP Phone cannot hear external user.  Please note this situation only happen for call forward no answer.  I have not tested call forward all yet.  It seems like there is a routing issue or missing a command on CUBE gateway.

1-Can you try the below commands

voice service voip

sip
pass-thru content sdp

Mid-call signaling passthru media-change

What CUCM/IOS version are you running?

debug ccsip messages will help a lot.  There's a lot of bugs with similar conditions.
