You should not be manually configuring dial peers on an MGCP gateway unless you're setting up SRST. In fact, that's kind of the point of using MGCP to begin with; it configures dial peers for you when you set up the gateway in CallManager. Your MGCP dial peer will literally look like this when CM sets it up for you;
dial-peer voice 999100 pots
dial-peer voice 999101 pots
Do NOT try to set up the above example manually, it will not work. Brush up on MGCP, it's easier than you're letting it be.
