Phone goes straight to voicemail, doesn't ring destination

The phone will not ring at its destination. It goes straight to voicemail. The end user has recycled the phone and I have reset it on the CallManager side. Any suggestions?

In my experience with 4.1(3) the call forwarding can become unsynchronized (usually with a connectivity outage between sub and pub).

Try setting the phone to forward (CFwdALL) to voice mail, then cancel it. You can do this from CCM admin or from the phone. This toggle has been the fix for us.
