What do you mean by "phone keyboard"? Can you please elaborate where you are seeing the "2abc...."
By the way whoever your vendor is that provides the 3rd party solution if they are blaming the company they are integrating to I would be very skeptical of using them as that tells you they will probably not be in business for long time with such an approach, just my 2c.
As long as I remember CUCM was working the way you describe, "abc2...", so if the 3rd party has it the other way around it's basically difference of how each application works as one has nothing to do with the other. If they are not willing or unable to change it you certainly will not get Cisco to change it.
If you are saying that you expect that application to also use "abc2...", but it does not then again this has nothing to do with Cisco but purely the developer of the application.
