Phone Proxy garbled voice, Strange problem!!!

We have two Proxies deployed, one that can reach all clusters, and one specifically for one CUCMBE. I have ONE user with a 7941 phone that if he connects to the first PP to their CCM, voice quality is fine, but if he connects to the second one which is strictly for their use, he gets degrading voice quality after a couple minutes talking, puts the call on hold, resumes the call and can talk again. Both proxies have identical configurations, the only difference between them is one has a newer load on it, 1.0.4 opposed to 1.0.3. The one with VQ issues is .4.

Now here is something we discovered by accident today. If he remains activated on the new proxy, but changes the TFTP IP on the phone to the old proxy, he stays registered to the new one, and the call quality is FINE. The proxies are running SCCP, not secured. This is a very strange one indeed, I know why it stays connected to the new one, the phone hasnt received a new TFTP file with the old Proxy IP, and since he is still activated, he can register, but why would having a different TFTP IP fix teh voice quality issue?
