Hi,

I think you need to investigate further by having "debug isdn q931" and "debug isdn q921" at both gateways. There could be multiple reasons for this error which are described in below link. Traces will help us to come to a conclusion.

Try adding this to the config on both routers

!

voice service voip

sip

  bind control source-interface GigabitEthernet0/0

  bind media source-interface GigabitEthernet0/0

  transport switch udp tcp

!

!

sip-ua

!

!

And on the VOIP dial peers on both routers

add

dtmf-relay sip-notify rtp-nte
