I have just install the PRI but its down even configuration and connectivity  is fine.

If the show isdn status command output indicates that Layer 1 is DEACTIVATED, there is a problem with the physical connectivity of the T1 line.

In addition to what Suresh has said, you can try shot of the physical pairs 1,4 and 2,5 on your end  towards Telco Side and ask them to check the same on BERT.
