while testing by ISP on there tester PRI works foine but when the with the same cable we terminate on Router it shows following error.
E1 0/1/0 is down.
Applique type is Channelized E1 - balanced
Transmitter is sending remote alarm.
Receiver has loss of signal.
alarm-trigger is not set

This is a layer 1 issue...You need to check your cabling..

I checked with Cross-cable same issue, Service provider check on the PRI tester its works when connect on Router not works,,, I checked with the New Cables...following is the output when we run devug isdn command..
ISDN TEST CALL #0 to XXXXXXXXXX at 64 Kbps failed aborting the remaining 1 calls

check the pairs
should be 1,2 and 4,5 else swap them.

If cable is fine then you should check the framing and line coding configured under the controller. It must match on your side and ISP side.. You can verify using below command:
Bru#show controllers e1 E1 0 is up. Applique type is Channelized E1 - balanced No alarms detected. Version info of Slot 0: HW: 2, Firmware: 4, PLD Rev: 2 Manufacture Cookie is not programmed. Framing is CRC4, Line Code is HDB3, Clock Source is Line Primary.
