problem with callers getting engaged tone

We are experiencing some call busy issues with our PSTN Gateway. There are 30 channels activated on our Q931 link but incoming callers are getting busy tone when the link is only utilising approx 16 channels.

After looking at the channels utilised on the Gateway 2821 router it has become clear that some of the channels are lying dormant and the caller still receives busy tone when dialling in.

Could the DSP resources be over utilised?
