Problems dialing internationally

I have CME 4.2, we have two ways to dial internationally at our Japan site. one starts with 004 and the other starts with 001. The 004 works perfect. The 001 FAILS. BOth are hitting the 131 dial peer.

I need to know if this is a telco issue or if my config is having the problem. Attached is the config. Your assistance is appreciated.

Here is a debug isdn q931 and debug voip dialpeer

1st debug shows the 004101017164391083 work successfully.

2nd debug shows the 001101017164391083 FAIL.

i'm not familiar with the Japan dial plan but at least this shows the telco is disconnecting:

TX -> transmit

RX -> receive

Cause i = 0x879C - Invalid number format (incomplete number)

is this really how telco expects the call??

EDIT: found this related:

Invalid number format (address incomplete). This can happen when you are calling out using a network type number (enterprise) when you should be calling out Unknown or National.
