Hi all,
need help on if my publisher is down and when i try to call PSTN with sip trunk to service provider i get busy tone.but phones are getting registered with subscriber without issue and can also recieve call from PSTN.
cucm 8.5
advices are appreciated.

After the Pub is down ,
1-can you check please check the status of your Trunk?. Please also when your Pub is down , try to do reset to your trunk and try again the outgoing calls.
2-Did you configure route list , if yes what about other gateways on your RL have the same porblem?.

Do you have a dial peer into VG pointed to the SUB?
The call reach the VG when the PUB is down?

Please provide additional info about your network - how calls are going between CUCM and your SIP provider; if there is a CUBE in use; if there is a NAT translation between networks; any other information that may help.
When the publisher is working your phones are registered on it and calls are going to your SIP provider successfully, am I correct?

yes , cucm sub --> cube---> ISP call are going fine.
device pool SUb-pub
when pub is not reachable then sub has phones registered but no outgoing call sub-->cube.---> ISP not working
but incoming calls are working

Please attach the output of "debug ccsip messages" for a call from sub to sip provider and configuration of dial peers.

Most likely your outbound calls config in CUCM doesn't have configure a CUCM group which has both servers for this to happen. If that's the case, right now there's nothing to do if your PUB is down, as you cannot change anything without it.

Hi is_mail123,
There are a couple of things that needs to be checked.
But we need to understand why is the Service Provider not accepting the call.
Best way to find out is to check with the service provider.. why they are not accepting the call.
Else just compare debugs ccsip messages from the GW with working an non-worning ones.
In case you find that the INVITE message is sent to the GW from CUCM then CUCM seems good.
In case GW does not send the INVITE message then we have to troubleshoot the GW rather than CUCM.
Hence for now we have to focus where are we going wrong from the debugs
For dbreplication issues use these commands:
utils dbreplication status
utils dbreplication runtimestate
