Is it sufficient to configure MQC in Access level to tag voice traffic from Cisco phones? will dscp not rewritten in upper layer switches before reach WAN?

It depends on your level of congestion in LAN. MQC does not take care of switch queueing, so my advise is always to use LAN QoS as well.
