i have an IP phone 7940 and trying to reset it by rebooting and holding # then the known sequence but no effect, there is only a message stuck on the screen" configuring IP"   please help me

I think you have a different issue, probably the DHCP scope and TFTP server.       check to ensure you are actually getting an IP address.  If not your switch the phone is plugged into is not working.  Try setting a static IP if you are in doubt.     or if you still need a reset, here it is:
