Restrict Call Forward All to Certain Numbers

Is their an easier way to restrict call forwarding all to certain

numbers instead of creating new partitions, css's, and patterns for

specific numbers.

Company wants to restrict call forwarding to approved numbers.

I think that is the only way, because typrically you want certain phones to still be able to use any numbers, thus requiring partitiong.
