Restrict Outgoing LD based on Time of Day

Is there a way to restrict outgoing long distance calls based on time of day? We have Call manager 7. Basically, allow all calls from phones in a specific area during business hours but then restrict LD after business hours? I looked at Time of Day routing and time periods and such but it all seems to be for incoming calls, which at this point I don't care about. I must be missing something.

ToD routing can be used for either inbound or outbound calls. Its depends where you are assigning the PT. If PT is assigned to route patterns, then its used for outbound. However, if PT is assigned to phone for example, then its used for inbound.
