Restricting phone settings

Is it possible to restrict a phones settings beyond using the "disable or restrict" settings? I tried the restrict setting and that locks out every option except user preferences however we would like to restrict the users from changing their background image as well and allow them to change their ring tones. Is there a way to do that with the list.xml file or is the "resrtict" setting the only option?

Those are the only options we have, there are no other middle options.

You could upload an empty list.xml in the folder specific to the phone type(s) you want to lock down. i.e. /desktops/320x212x16 for 7945/65.

This would work for the ringlist.xml file as well.

The background xml should look something like:
