We had this same exact issue. The fix was to apply FP2 to RightFax (assuming you are running version 9.3). Then, you will need to contact Captaris technical support and reference Defect ID 61784. The patch included in that Defect ID addresses the dead air problem by upgrading the fax board driver.

It uses T.38, no fax boards, integrates with all T.38 Cisco gateways and Call manager 4.1, 4.2, 5.1, 6.0, etc. It is a robust and proven solution in the Cisco world.
