route external call differently than internal call

My external calls come in via a digital PRI on my MGCP gateway.  The telco sends the last 4 digits of the dialed number.  So for example an external call to 123-345-6789 comes in as 6789.  6789 is a route pattern to my Meeting Place.  So internal callers dial 6789 to get to it.  I want to grab only the external call to 6789 and translate it to a different number.  I don't want internal calls to 6789 to be translated.  Is there a way to do this?  I thought I could create a translation pattern and put it in a partition that is only seen in the CSS for "Call Routing information - inbound calls" but that did not work.

That's the way to do it, if it failed, then look again at the CSS/partition configuration.

Also look at your dial plan to make sure you're not hitting something else.
