Route list Error with H323 Gateways

Hi I have a CUCM 8.0.3.20000 with 2 h323 gateways, one with 3 E1 PRI and the other one with 1 E1 PRI, I have a route pattern that points first to the 3E1 gateway and then the other one.

In case that all E1s on the first gateway are full, the users are hearing "your call cannot be complete as dialed ....... "

Is This a normal behavior? can i changed this ?

We may need more information, but on initial reaction I would recommend looking at this global common on the IOS voice gateway.

"no dial-peer outbound status-check pots"
