Routefilter can't block country codes with 0 in it

Perhaps there's something simple I'm missing- but I can't create a route filter that can block country codes with the number 0 in it.

For example-

I create a route filter for

country code==2[1-9][1-9]

and apply it to the route partition @

It blocks country codes like 245 just fine. 

However if I change it to

country code=2[1-9][0-9]

or if i try

country code=2[1-9]X

or

country code=2[1-9][0123456789]

then calls to country code 245 go through just fine as if there were no filter in place at all.
