SDP is requiested by ITSP but we are using delayed offer

Hi all

after configuring the SIP trunk to ITSP some calls to some numbers gives fast busy tone, so after checking the logs we got the following :

and when we contacted the ITSP for This "Temporary Failure" they said that they are not receiving any SDP with the early media , but as you can see this is a delayed offer as it is the default behavior of CUCM.

 

how can we change the CUCM to early media with SDP without using MTP?

 

Notes:

calls to other numbers going from the same outgoing dial-peer are working with no issue

(we are using CUCM 10.5)

Under the SIP profile, there is a setting to enable Early Offer - best effort. This will not insert MTP. Create a new SIP profile and make changes to that profile and assign it to the SIP trunk. 

You could also force early offer on the CUBE by adding the command 'early-offer forced'.

but i want to know why this is only happening with some calls only ?
