Security or Password on Cisco IP Telephone

Dear Sir,

I've gave authorization to handle the IP Telephony in our company.

But I've noticed that user can access easily to call National & International.

Is there any configuration that you can put a password or Security on all of my Cisco Telephones before they dial? 

Model (7945 & 9951)

Is possible to configure secruity password for phones registerd to cucm.

How to configure that? because the user want to have an access for International call.

and he want to have a security for other users.

Yes, FACs are available on CME and CUCM, your config was drone CME.
