Server to host IP phone services in 8.6?

We just upgraded from Callmanager 4.x to CUCM 8.6.2.  One minor difference is that before you could host simple phone services on the cisco server itself.  I don't see how to do that now, is there a way to?  I'd like to create an idle image URL for our older 7940/7960 phones... but I don't want to have to run a separate server just for that.

Idle URL

The idle URL will remain configured, but the actual file will not be  present on the server. In 5.x and later, you do not have the ability to  upload files to the CUCM web server and must use your own server to host  things such as custom services and idle URLs.
