I am trying to get my MobileConnect dialed in at right now the cell phone only rings twice before returing back to CM. I want to increase this to 4 rings but everything is in milliseconds. So how many milliseconds is 1 ring.

Not as simple a question as you would think. There is no set amount of time for a ring. However, I believe the issue you are running into is not in you mobileconnect settings, but rather in your line settings.
The system defaults to 12 seconds for the call forward no answer timer. On our systems, we have had to adjust this timer for users with mobility turned on to 20 seconds. You can do this in the line settings at the bottom of the forwarding settings for individual lines, or you can set it globally for all phones in the services settings.

The ring cycle in the US is 2 seconds on and 4 seconds off, with an entire ring cycle duration equal to 6 seconds or 6000 ms. Different countries have different ring cycles and then you also have to consider call setup times and ring cycles of cellular networks.
