SIP errors on non IPT enabled router

I have a router that does not have any voice features enabled.  It is a core router that I use to route between a couple subnets, an MPLS provider and our Internet gateway.  It is running RIP, EIGRP and does have QoS enabled on it.  I am seeing this in the log pretty consistently:

                  

Oct  1 00:22:38.693: %SIP-3-BADPAIR: Unexpected timer 23 (SIP_TIMER_REMOVE_TRANSACTION) in state 27 (SIP_STATE_OPTIONS_WAIT) substate 0 (SUBSTATE_NONE)

Oct  1 01:18:13.117: %SIP-3-BADPAIR: Unexpected timer 23 (SIP_TIMER_REMOVE_TRANSACTION) in state 27 (SIP_STATE_OPTIONS_WAIT) substate 0 (SUBSTATE_NONE)

Oct  1 02:29:04.409: %SIP-3-BADPAIR: Unexpected timer 23 (SIP_TIMER_REMOVE_TRANSACTION) in state 27 (SIP_STATE_OPTIONS_WAIT) substate 0 (SUBSTATE_NONE)

Oct  1 02:41:27.881: %SIP-3-BADPAIR: Unexpected timer 23 (SIP_TIMER_REMOVE_TRANSACTION) in state 27 (SIP_STATE_OPTIONS_WAIT) substate 0 (SUBSTATE_NONE)

Oct  1 04:50:53.317: %SIP-3-BADPAIR: Unexpected timer 23 (SIP_TIMER_REMOVE_TRANSACTION) in state 27 (SIP_STATE_OPTIONS_WAIT) substate 0 (SUBSTATE_NONE)

Oct  1 07:24:49.014: %SIP-3-BADPAIR: Unexpected timer 23 (SIP_TIMER_REMOVE_TRANSACTION) in state 27 (SIP_STATE_OPTIONS_WAIT) substate 0 (SUBSTATE_NONE)

I am sure that this router handles SIP packets and RTP media packets but it is _not_ a SIP endpoint or proxy or UA or anything like that.  Why is it logging these messages?
