SIP Extension service

I am having Cisco Unified CM Administration call manager (System version: 7.1.3.10000-11).

Can we enable SIP Extension Service in the same? And do we need separate license for the same?

I mean to say ... we have CISCO CUCM  & CISCO IP Phones. Now can I also use NON CISCO IP Phones?

If you mean if you can add SIP devices, yes, you can, given they are available from the drop-down, or use a 3rd party.
