SIP number not picking up

We are running three CCM on 8.0.3 and two Unity Connections on 8.0.3. When we dial a particular number from an outside line it doesn't pick up and play the greeting. I ran debug ccsip mes on the CUBE (we have two) from different phones and I got different errors and logs. I also ran it by Verizon who is our SIP host and they came up with a 503 "service unavailable error. I've attached the logs from the different calls. Can anyone help me figure out how to fix it? The number is on our SIP platform through Verizon and is configured as a valid DN in CUCM with a corresponding translation pattern. I checked the CUBEs and both have all three CUCM IP's in the CCM group and all three are in the CCM group in CUCM.
