So I believe, that you've got CME configured for IP-phones and they are registered with it.

It Enables SIP gateways to register E.164 numbers on behalf of analog telephone voice ports (FXS), IP phone virtual voice ports (EFXS), and SCCP phones with an external SIP proxy or SIP registrar. But I don't really think, that your service provider wnats your phones (not your calls) to be registered with its boxes.
That's why you get 401 message.
