I am setting up a router to run SRST with 2 FXO ports for outbound dialing. How do I get the router to use both ports. Example Port 1 is used (on a call) will the next call go to port 2? Do I just need to setup matching dial peers going to each FXO port?

Yes, use mutliple dial peers with the "preference" command such as:
dial-peer voice 1 pots
destination-pattern 9T
port 0/0/1
dial-peer voice 1 port
destination-pattern 9T
port 0/0/2
preference 1
The default preference is 0 and the lower preference takes precedence.
