I am baffled by this. Customer goes into SRST and is limited to 6 calls out their local pstn before receving a busy signal. Do the phones themselves require dsp resources?

When you are calling the PSTN for each VOice Channel I mean for VT yes you need DSP resources.
Which circuit to the PSTN you have ? T1 PRI|CAS, FXO...E1 R2?

I have a T1 PRI and enough dsp resources to handle all calls over the PSTN. There is no problem when not in SRST mode meaning CallManager can be reached, but when it switches to SRST mode and the phones are now tied to the same router as the PSTN connection, for some reason, I cannot get more than 6 calls out before receiving a busy signal.
