Static incoming translations

Say my main business line is 800-555-1212.  Customer A is an assigned client to Manager A.  If Customer A calls my main line from 808-111-2233, can I set up some sort of static translation so that even if the main line was called, the call will be translated to Manager A's phone?  This would be a database of about 5000 numbers, each with their respective destination.  Possible with cucm or even a different Cisco product?

That is calling number based routing, and Cisco CM or CME t in itself can only support it using answer-adress under dial-peer. That requires one dial-peer, trnalsation-prfoile and rule peer number, making ti hardly  a scalable solution.
