T1 Audio Volume Normalization

I have a E&M Wink-start T1 that receives a ton of calls at all different audio volumes, which is causing the agents to constantly turn the volume on the phone up/down all day long. Is there a way to normalize the audio, i.e. some sort of dynamic adjustment?

I've tried the 'input gain auto-control' but that does not seem to work with this type of circuit. Any ideas?
